Maybe the easiest way to get from the campus of the<br />
University of Illinois to Urbana High School is just to walk<br />
south on Lincoln Avenue to Washington Street and then east<br />
past handsome homes to Race Street, where the large<br />
educational plant stands, its entrance facing Carle Park and<br />
the arch on its western boundary, its athletic fields in the<br />
rear, and its carefully trimmed lawns and evergreens on all<br />
sides. The high school has an older substantial section and a<br />
new wing marked 1955 on a white foundation stone. Inside<br />
the corridors are wide and long, exceptionally long, lined<br />
with hundreds and hundreds of numbered lockers, 1407,<br />
1408, 1409, 1410.</div>

Introduction<br />
This demographic study was developed in response to a<br />
request for proposal (RFP) published by the Champaign<br />
Community Unit School District #4. The deliverables in this<br />
report include:<br />
&acirc;&euro;&cent; Details on methodology, data collection and findings.<br />
&acirc;&euro;&cent; Ten (10) year forecast of enrollment and population within<br />
the district by grade level and by planning area, including<br />
socioeconomic/racial characteristics of students.<br />
&acirc;&euro;&cent; Demographic maps, tables and charts.<br />
Cropper GIS prepared the demographic mapping and analysis.<br />
McKibben Demographic Research prepared the demographic<br />
analysis and enrollment forecasts and acted as lead contact<br />
with the district.</div>

                                    <div class="element-text">First Paragraph: In the spirit of the Civil Rights Act of 1964 and the Higher Education Act of 1965, the University of Illinois at<br />
Urbana-Champaign (UIUC) initiated the Special Educational Opportunities Program (SEOP), a program to recruit<br />
more African American students to the UIUC campus. The SEOP will be the focus of this piece. The objectives are<br />
twofold. First, I will discuss the implementation and nature of SEOP including recruitment, admission requirements,<br />
initial academic achievement, and graduation rates. Next, I will illustrate the impact this first substantial number of<br />
Black students left on the UIUC campus both socially and academically. The first group of SEOP students will be the<br />
focus though later students will be discussed tangentially.</div>
